As a start, just having a special JBS relationship for the developers to watch out for, even if jcheck cannot do it, might be a good idea? So instead of just a "relates to", there should be a "BROKEN, fixed by" link, at the original, bad fix, pointing to the follow-up. Hopefully it will register with the eyeballs of the engineer doing the backport.
