It was suggested (thanks Gary A.) to check the debug, or trace logging. This revealed:

lib/CompileJvm.gmk:207: *** missing separator.  Stop.

I can manually run that command without error, but I'm wondering if I am hitting some kind of length limit ??

Line 207 is:

so it can't in itself have a missing separator!

I don't know how to try and debug this - any suggestions?
