On solaris, jvmciCompilerToVMInit.cpp is always recompiling when building incrementally.

The reason is a combination of broken code in NativeCompilation.gmk and special options that trigger this on solaris. (OPTIMIZATION := NONE, which caused OPT_C[XX]FLAGS to be empty)
