Verified that this configures and builds ZGC with the SDK used by
Oracle:
https://wiki.openjdk.java.net/display/Build/Supported+Build+Platforms
and that it excludes ZGC for older SDKs by testing with VS2017 15.5.
This patch is intended for both JDK 14 and JDK 15.
