Not all libraries do especially performance critical things.
For the client ones, fontmanager (does opentype layout), freetype (font 
rasterisation), awt (many of the core rendering loops), lcms (color 
processing), jpeg (image decoding), mlib_image (image processing) are  ones 
where HIGHEST is set and should be  important. For the rest, it is is probably 
not critical, so LOW should not be a problem.
