Added OptionParser to manage command line options and args. Also do some
argument validation.
Added the ability to specify a category for a url polled via a command line
flag.
Added the ability to specify an arbitrary interval via a command line flag.
This option implies the watch flag.
Refactored code significantly to break responsibility of tasks into more
functions.
Dropped in some error handling.
