#757: MailNotifier filter for specific builders

We've got a lot of builders testing a lot of different configurations,
and, as we've just set this up, a lot of them are pretty badly broken. I
expect they will be fixed eventually, but it would be naive to expect they
would all be fixed soon.
As such, I've got my MailNotifier-on-failure commented out, because it
would be just far too spammy. It would be great if I could just add a
filter for MailNotifier, so that it would only complain if certain builds
failed. Attaching it to a Scheduler instead of builders would work fine
for us as well. Both would allow me to send out emails if a developer
committed something that didn't build, but not necessarily complain if one
of our many tests failed on a platform.
