#781: http logs should use configurable rotation parameters

There was some discussion of making the rotation parameters for http logs
mirror those for the twistd.log, but I don't think that's a common need.
Let's instead make the rotation parameters configurable from the
{{{WebStatus(..)}}} constructor.
