#788: Incorrect buildbot.bat when installing on virtualenv on windows

When installing buildbot under virtualenv on Windows,
buildbot.bat file created in /path/to/venv/Scripts,
and refers to ../python executable.
But in virtualenv (1.4.5), the python executable is also placed under
/path/to/venv/Scripts dir, which causes buildbot.bat to fail.
