#797: A generic build can't be forced with missing slaves, but a specifc rebuild

This is slightly odd. I prefer being able to queue builds at all times (to
avoid having to wait for slaves to connect if I admin them), but having
different options in different places is just odd.
I vote we make it configurable, unless anyone objects. (i.e. config
whether builds can be forces/resubmitted with no slaves attached)
