#823: Nightly scheduler is not tracking changes when onlyIfChanged is True

The Nightly scheduler is not tracking changes when "onlyIfChanged" is
True. It currently tries to start a build with the HEAD revision.
A second problem is that it is not monitoring changes to specific to the
branch that the scheduler is tracking. The attached patch fixes the
issue.
The attached diff fixes the problem.
