I would also prefer option 2. If the error message contains instructions
on what needs to be done (running {{{
contrib/fix_changes_pickle_encoding.py }}} with encoding as an argument
and rerunning {{{ buildbot upgrade-master}}}) it should be fairly easy
for users to upgrade.
Dustin: I lost you. What requires a new separate bug?
