fix web handling of getPendingBuilds() and cancel()
implement IBuildRequestControl.cancel(), add unit tests for cancel()
fixes for IBuilderStatus: getPendingBuilds, subscribe/unsubscribe
handles for requestSubmitted and requestCancelled, and IStatus's
buildSetSubmitted notification
