I meant, "atomic in the _Twisted_ sense"
We see a lot of bugs like this. They only occur during a reconfig, but if
there is HTTP connection pipelining going on, they can last for quite a
while longer. I don't know if it's possible to fix this without
completely rebuilding the "reconfig" machinery.
