#1683: last rites for freshcvs

I just tried to write some unit tests for the freshcvs change source - and
I can't find a way to get cvstoys installed. As far as I can tell, it was
last released in 2004, with compatibility with 1.3.0.
Unless I hear otherwise, I'll remove this in two versions (0.8.4 or
equivalent)
