#1734: buildbot should raise a warning if a scheduler in c['schedulers'] doesn't
actually get added

If two schedulers compare equal due to invalid compare_attrs, only one
gets added in SchedulerManager.updateSchedulers.
I don't know if buildbot should be dropping the other schedulers or not,
but a warning of some kind would be nice.
