#1743: Create option for a BuildStep to be suppressed if skipped

I'm finding doStepIf to be very useful, but sometimes I don't want the
step to be shown in the waterfall output at all if it is skipped. Please
let me specify, at the build step granularity, whether or not a step is
shown when skipped.
