#1828: buildbot utilities should be separate package

There are a few buildbot commands that are commonly needed outside of the
Buildbot source, and those should be installable without Buildbot itself:
* buildbot sendchange
* buildbot try
* debug client
these should be split off into one (or even a few?) very small sub-
packages
