#1852: NightlyScheduler support for change_filter

The NightlyScheduler doesn't handle change_filter and its support for
branch seems limited to a single one. It would be nice to have a single
NightlyScheduler able to handle many branches scheduling as many branch to
build as there were changes and queuing them to the assigned
builder/slaved.
Instead of having to rely on a 1 to 1 scheduler / branch.
