#1866: on reload config, running builds become idle in builders page

There are running builds. I reload config and running yellow builds become
idle on builders page http://master:8018/builders
Note they don't be stopped indeed if I click on a specific builder which
was running, I see the running build in question under "Current Builds:"
section.
