#1891: investigate and document using exocet to reload modules

Users who use {{{reload}}} to support reconfigs with multi-file
master.cfg's are often caught by the many reload pitfalls.
Apparently, [http://washort.twistedmatrix.com/2011/01/introducing-
exocet.html exocet] makes those better. This isn't something we'd use in
Buildbot itself, but it could certainly be in the documentation!
