#1900: no way to upgrade directly to MySQL

While the create-master subcommand takes a {{{--db}}} argument, the
{{{upgrade-master}}} command does not. It should!
I suspect that adding
{{{
c['db_url'] = ...
}}}
to master.cfg before running {{{upgrade-master}}} will do the right thing.
At any rate, the procedure should be better documented.
