#1933: Give config files a reliable way to determine their directory

Two of the items at http://dabrahams/bbproto mention that Buildbot could
be improved by giving configuration files some reliable way to find out
what directory they were loaded from. This seems like a high-payoff
change for very little cost in complexity. Maybe you could set a
{{{__file__}}} attribute?
