#1957: Expand blamelist only by 'interested users' that are relevant for the
build.

We have the issue that we just want to notify those users with an blame
mail whose change led to an build, users whose changes has been filtered
out through the Scheduler class via 'fileIsImportant' or an 'ChangeFilter'
should not be in the blame list.
