#2048: Also adding 'committer' to interested users for MailNotifier

It would be nice if Buildbot could notify both the author as well as the
committer of a change via the MailNotifier. I'm currently using the
buildbot.py post-merge script for git; in this script, the 'author' is
used as the person responsible for the change and inserted into 'who'.
While I can easily change this script to use the committer instead, I'd
still like to notify both directly, by using the MailNotifier with
sendToInterestedUsers=true. Currently this isn't possible since the
change's 'who' field is restricted to one user.
