#2050: Use metrics to start benchmarking Buildbot's performance in metabuildbot

We should start gathering data on buildbot's performance on a per-checkin
basis. Metrics can provide the data, so this just requires coming up with
suitable scripts to exercise badly-performing parts of Buildbot, and
building a framework within the metabuildbot to run those scripts and
gather the results.
