#2071: Force Build per builder security, property

We use force build as a way of on-demand automation.
Would like to see the option of securing an individual builder with
password/credential. We have certain builders that we only want a
selected group to click force build as it requires coordination. At the
same time, we want other builders to be open to force build. Currently,
can only find security to lock down all builders during force build.
Would like to see the option of passing in argument/property in the force
build form to the underlying builder. One scenario for this: User needs
to deploy the same package to multiple systems at different times. User
enters the system name property and clicks force build. The builder takes
the property, uses in its build step, and deploys to the specified system
on demand.
