#2138: ability to plug-in new slave-side commands

Some users would like to be able to add additional slave-side Command
subclasses, both for performance and flexibility.
Right now, you can do this from `buildbot.tac`:

from buildslave.commands.registry import commandRegistry
commandRegistry['mycommand'] = 'my.module.CommandClass'
}}}
This should be pretty easy to document, and should be tested manually to
ensure there are no sharp edges or other gotchas.
