I don't think that there is anything actionable in this bug, aside from
"make load balancing better!". The multi-master support has gone some way
toward this (and also made it much more complex).
There's a load-balancing tag now
(http://trac.buildbot.net/tags/%27loadbalancing%27), which can track the
general project adequately.
