I can see how this could be useful for large Gerrit installations, even
though we can already filter changes at the scheduler. If something like
this was going to go in, reusing the changefilter from there would make
sense.
In addition, even though it is perhaps mostly useful for gerrit, it seems
like it would be straightforward to add this ability to all change sources
at once.
