Making PBChangeSource codebase-aware entails, at least, adding support for
--codebase to sendchange and accepting that parameter (optionally) in
PBChangeSource. It probably *also* makes sense to add a
{{{force_codebase}}} option to PBChangeSource that forces the codebase for
any incoming changes.
