#2389: With mysql, build master shuts down PBServerFactory during startup and
build slave can never connect. Without mysql, it works fine.

Sure enough, 50 or so iterations of

twistd -noy buildbot.tac
}}}
fail to reproduce this symptom. I'm going to mark this as a dupe, on the
assumption that the same fix will apply (and the same underlying issue is
causing the problem).
