#2404: HgPoller builds every change since the epoch

When people start up a buildbot for the first time, and
have it watch for changes, they usually mean watch for changes
that have not yet happened.
The HgPoller, by contrast, serves up changes from the past, too.
The attached patch seems to fix that.
