#2441: Split documentation into more, smaller files

It's terribly hard to find the documentation for one buildstep, scheduler,
or changesource right now. At the risk of messing up Buildbot's pagerank,
let's split these out into one file per class. Where a group of classes
have a common introduction - for example, all of the source steps - each
class should link back to the common introduction.
