Come to think of it, no - this object exists as a way to get config from
buildbot.tac into the buildmaster. It's a not very subtle, but it's not
the same as !BuildbotConfig, and I can't think of a more subtle way of
handling it, especially without changing users' existing `buildbot.tac`
files.
