#2470: relicense documentation under GPLv2

Since I was a lad, the Buildbot docs have said

permitted in any medium without royalty provided the copyright notice and

notice are preserved.

which is different from the GPLv2 license that applies to the rest of the
project. We should make those match, both for consistency and to make it
obvious that the entire project is licensed under an OSI-approved license.
