There are at least two possible reasons for this to occur:
* Buildbot sometimes loses the ability to track output on both Windows
and Linux
* The build process produces no output for >1200s on both Windows and
Linux
Occam's razor suggests that the second is more likely. Do you have any
data or evidence that can rule one of those out?
