#2482: add timestamping to log streams

It would be very helpful for diagnosing build performance (among other
things) to record the times at which log messages were received by the
slave step, for log files or stderr/stdout. We could perhaps extend the
stream tags (stdout/stderr etc) with alternate versions that include
timestamps.
