#2558: list of builders in waterfall and builders list should be configurable

In older releases the sequence of the builders in waterfall was configured
by the sequence in master.cfg.
In this way the sequence was under control of the admin of the master. Now
it is sorted by name. But sometimes this is not the intension of the
admin.
It should be configurable if the sequence of the master.cfg is used or if
it is sorted by name.
