Adds sigtermTime to RemoteShellCommand
Adds the parameter sigtermTime to RemoteShellCommand. If sigtermTime is
not None, the buildslave will fire SIGTERM and wait for sigtermTime
seconds before firing SIGKILL. This fixes trac ticket #751.
