#2578: enhancement: email on certain types of configuration errors

I ran into the situation in ticket 2542 about a month
ago; some developer probably renamed a branch I was building
without updating the buildbot config. The symptom was builds
of another branch mysteriously weren't triggered.
It would be nice if the buildbot could send out an email the first
time it noticed a branch gone missing in git poller.
Yes, I could write a script to watch the log, but shouldn't that be
built in?
