It'd be great to have a flexible alerting framework attached to metrics.
Simply, this could send alerts like the missing-slave alert or one for
missing git branches (#2578), but it should also be adaptable to send
nagios NCSA checks or plug into whatever kind of monitoring network users
have setup.
