I feel stupid... This is my fault.
My configuration was like if (in your example) BuilderConfig "b" would
have "example-slave" in addition to "other-slave" in slavenames.
I tried to debug this for many hours without realizing the 2 builds were
launched on the same slave, thus requiring max_builds=2 to start.
My bad...
I close this ticket.
