Just to update this, I see the same behaviour with just using
master.cfg.sample as instructed in the 5 minute tutorial—I'm working on
Ubuntu 12.04, Python 2.7.3, Buildbot and all dependencies installed to a
virtualenv from pip:

$ buildbot --version
Buildbot version: 0.8.8
Twisted version: 13.2.0
$ pip freeze | grep -i ^sql
SQLAlchemy==0.7.9
sqlalchemy-migrate==0.7.2
}}}
This looks like an issue with the current release (or the documentation
thereof).
