#2635: [nine] Identifiers and Slugs

Convert master, builder, changesource, and scheduler names to identifiers,
removing use of hashes.
Use slug/name pairs like in logs to allow display names to contain non-
identifier characters.
This should apply to anything that has a name - I may have missed
something in the list above!
