#2650: [nine] Buildbot setup process

`buildbot create_master` and `buildbot upgrade_master` need to be upgraded
to handle whatever setup is required for the new web service.
The upgrade process should make whatever modifications are required, or at
least tell the user what directories are no longer used, e.g., templates.
