#2661: 'www/setup.py' sometimes fails

This script sometimes fails with errors from bower about directories not
being empty. In this case I usually delete npm_modules, while Xavier
usually deletes the bower temp dir, and things succeed.
If this is more or less expected for bower/grunt/npm, maybe on upgrades,
perhaps we could add a step to validate.sh or setup.py to automatically
clobber and re-try these operations?
