#2702: Inform the user if wrong SQLAlchemy is installed

If a too-new version of SQLAlchemy is installed, Buildbot doesn't give a
very clear error message.
It'd be great to be able to catch this early enough in the startup process
to give a good error message. That may be tricky since the
incompatibility between SQLAlchemy and SQLAlchemy-Migrate occurs during
the imports.
