#2740: Trac should be served over TLS

It's almost inexcusable to use HTTP without TLS these days.
But more so for a site that uses passwords.
We can probably assume that users are using sufficiently recent browsers
that SNI will work -- meaning we don't have to have an IP per HTTPS site.
