Profiles was a good start, but we could use YAML files for other things (see
for example, BUILDR-4), so this needs to be settled before making a release.
1. One global YAML file for the project, could hold things like remote
repositories, artifact specifications, gem usage, etc.
2. One user specific YAML file (credentials, local repository, etc).
3. Somehow tack profiles on to this, either in the global YAML, separate
profiles.yaml (as today), or one YAML per profile.
